The Central Intelligence Agency was created in 1947 with the signing of the National Security Act by President Harry S. Truman. The act also created a Director of Central Intelligence (DCI) to serve as head of the United States intelligence community; act as the principal adviser to the President for intelligence matters related to the national security; and serve as head of the Central Intelligence Agency. The Intelligence Reform and Terrorism Prevention Act of 2004 amended the National Security Act to provide for a Director of National Intelligence who would assume some of the roles formerly fulfilled by the DCI, with a separate Director of the Central Intelligence Agency.

David H. Petraeus became Director of the Central Intelligence Agency on September 6, 2011.

The Director of the Central Intelligence Agency serves as the head of the Central Intelligence Agency and reports to the Director of National Intelligence. The CIA director’s responsibilities include:

Collecting intelligence through human sources and by other appropriate means, except that he shall have no police, subpoena, or law enforcement powers or internal security functions;
Correlating and evaluating intelligence related to the national security and providing appropriate dissemination of such intelligence;
Providing overall direction for and coordination of the collection of national intelligence outside the United States through human sources by elements of the Intelligence Community authorized to undertake such collection and, in coordination with other departments, agencies, or elements of the United States Government which are authorized to undertake such collection, ensuring that the most effective use is made of resources and that appropriate account is taken of the risks to the United States and those involved in such collection; and Performing such other functions and duties related to intelligence affecting the national security as the President or the Director of National Intelligence may direct. The function of the Central Intelligence Agency is to assist the Director of the Central Intelligence Agency in carrying out the responsibilities outlined above.

To accomplish its mission, the CIA engages in research, development, and deployment of high-leverage technology for intelligence purposes. As a separate agency, CIA serves as an independent source of analysis on topics of concern and also works closely with the other organizations in the Intelligence Community to ensure that the intelligence consumer—whether Washington policymaker or battlefield commander—receives the best intelligence possible.

As changing global realities have reordered the national security agenda, CIA has met these challenges by:

Creating special, multidisciplinary centers to address such high-priority issues such as nonproliferation, counterterrorism, counterintelligence, international organized crime and narcotics trafficking, environment, and arms control intelligence.
Forging stronger partnerships between the several intelligence collection disciplines and all-source analysis. Taking an active part in Intelligence Community analytical efforts and producing all-source analysis on the full range of topics that affect national security. Contributing to the effectiveness of the overall Intelligence Community by managing services of common concern in imagery analysis and open-source collection and participating in partnerships with other intelligence agencies in the areas of research and development and technical collection. By emphasizing adaptability in its approach to intelligence collection, the CIA can tailor its support to key intelligence consumers and help them meet their needs as they face the issues of the post-Cold War World.

Interactive Designer

CIA multimedia production units are seeking creative user interface and user experience designers who can convey an analytic story visually through multimedia for the President of the United States, US policymakers, and other officials.

As part of a team you will partner with peers to produce of a wide variety of products, including complex intelligence analysis, training material, and other important pieces. Products are designed for conveyance via mobile devices, web, and print. All work is conducted in a team environment, with members focusing on one or more specialty, such as scripting, graphic design, cartography, 3D animation, motion graphics, illustration, and imagery. Applicants must work well in a team environment and be passionate about information design and technology (mobile and web). We are seeking junior and experienced designers and offer competitive pay.* Opportunities exist to participate in internal training as well as external workshops and conferences.

Our overarching unit, the Multimedia Production Group, has won awards externally and within the Intelligence Community for creating visually-engaging intelligence products. Minimum Requirements:
Bachelor’s degree in Interaction Design, Graphic Design, Fine Art, Cartography, GIS, Computer Science or related discipline with a strong emphasis on graphic, information, or user experience design.
Ability to shape and lead solutions to data visualization in an increasingly complex and changing technological environment.
Experience with the Adobe creative suite, HTML5, CSS3, Javascript, and version control applications.
Applicants with a background in design must provide a strong creative portfolio demonstrating good use of typography, grid-based design, white space, and color theory.
Applicants with a background in cartography/GIS should have experience with the ESRI GIS suite and familiarity with cartoCSS and Map tile presentation libraries such as Leaflet, OpenLayers, and/or Cesium.
Excellent interpersonal skills are required to work and interface with customers, coworkers, management, and contractors.
Knowledge of multimedia production tools and methodology and a strong technical aptitude to quickly learn new software and hardware.
Experience with user experience concepts and an ethos based on user testing.

Graphic designers are responsible for conceptualizing, designing and producing visual solutions for a wide variety of formats and dissemination outputs. Graphic designers work as part of an interdisciplinary team managing multiple design projects under minimal supervision. Graphic designers work with their customers to define project requirements and provide advice on best processes and procedures for optimal visual presentation. Graphic designers are expected to develop and maintain their skills commensurate with industry-wide best practices.
CIA visual products are designed for conveyance via mobile devices, web, and print. Graphic designers are responsible for a wide-range of routine-to-complex projects such as: charts and graphs, flow diagrams, infographics, presentation visuals, illustrations, publication design, cover designs, brochures, posters, and logos. The Central Intelligence Agency’s Directorate of Analysis is looking for talented cartographers to join the team that produces maps that contribute to complex intelligence analysis for senior policymakers, including the President of the United States. Cartographers are responsible for researching, designing, and producing thematic and reference maps in support of CIA finished intelligence. Intelligence maps are designed for conveyance via mobile devices, web, and print. Cartographers work on regional accounts, such as: Africa, Eurasia, Western Hemisphere, Europe, Middle East or South Asia-Oceania. Cartographers are encouraged to participate in internal training as well as external workshops, training, and conferences.

Candidates work as part of a cartographic or interdisciplinary team managing multiple mapping projects under minimal supervision. Cartographers work with their analytic colleagues to define project requirements and provide advice on processes and procedures for optimal visual presentation. Cartographers are expected to develop and maintain sufficient regional expertise to provide substantive input into the final map product, including geographic features, Board on Geographic Names (BGN) rulings, key issues, and recent developments.

Minimum Requirements include a BA, BS, MA or MS, in cartography, geography, geospatial information systems, or similarly related discipline, with an emphasis in thematic cartography. A minimum GPA of 3.0 on a 4-point scale is required. A portfolio of five or more cartographic products will be requested from applicants considered for this position.

Competitive candidates should have knowledge of cartographic design principles including color and symbology theory, map projections, thematic and statistical mapping, topographic and reference mapping, display hierarchies, typography, and data generation. Other requirements include knowledge of GIS principles including data types; data layers; basic geographic, analytic, and statistical functions; geographic coordinate systems; and data formatting. Candidates must have the ability to collect, analyze, and integrate geographic and substantive data into an effectively designed cartographic product. Additionally, candidates should be proficient in the use of, or be rapidly gaining expertise with the software, hardware, and platforms necessary for cartographic, graphic, and web/mobile production, such as some of the following: GIS, ESRI ArcGIS, HTML, programming languages, Avenza MAPublisher, Intergraph GeoMedia Pro, Microsoft Office, Adobe software such as Illustrator, InDesign, Photoshop, and Acrobat.
